See NDBN’s credit statement below. Joanne was a social worker at the Yale Child Study Center when she realized that families could not afford the basic hygiene products they needed to thrive. Since there was no government support for this need, Joanne began distributing free diapers, an effort that led to the creation of NDBN, which includes more than 300 basic necessities banks making the products of basic necessities available nationwide.

Joanne has also written a book on the causes and effects of poverty in the United States – as well as feasible policy measures to eradicate poverty here. The book is titled: Broke in America: Seeing, Understanding, and Ending US Poverty, which Jeff Sachs called “A Roadmap to a Better America”.

She is a frequent commentator on television, radio and in op-eds on child poverty. Joanne was named Robert Wood Johnson’s Community Health Leader for her work.

Millions of children have passed the federal poverty line thanks to the refundable child tax credit. Congress should urgently renew and finally make permanent this common sense program. Thanks to CTC, more households can afford the elements necessary to create healthy and sustainable environments in which their children can thrive. The CTC is an investment in their future and that of the United States.

The National Diaper Bank Network exists because one in three American families cannot afford the diapers they need to keep their children clean, dry, and healthy. A combination of stagnant wages and a federal policy that refuses to invest in families is creating a wasteland of money in many households. People have to choose between diapers and food; medicine and electricity; etc. This especially damaging ordeal during infancy, when toxic stress from poverty can hamper development.

Our research shows that providing basic material necessities like diapers makes children happier and healthier, while giving parents more opportunities to go to work and school. Some families have been turned away in daycare centers because they could not afford to send their children with the daily supply of diapers needed for their care. Our research in Connecticut shows that for every $ 1 invested in diaper distribution efforts, families gained $ 11, and state tax revenues increased. But a nonprofit network cannot begin to reach this country’s 7 million poor, low-income families with young children. The Child Tax Credit is an important step towards eliminating the need for diapers, as well as keeping the fridge warm and full. The beauty of merit is that families can take responsibility for choosing to direct their resources to where they will do the most good.

Our work shows that investing in children and families is both the right thing and the smart thing to do. We urge Congress to seize this invaluable opportunity.
